OEM and ODM are not the same route
Both terms get used loosely, and the difference determines who owns the design and who carries the development risk.
In practice most first private-label projects sit closer to ODM than to full OEM: the factory has a base design, and you specify changes to materials, dimensions, formulation, packaging and branding. Working from your own drawings is a larger commitment and belongs after a product has earned it.

How a development project runs
The sequence matters more than the speed. Skipping a stage is what produces a production run that has to be scrapped.
Written down, in enough detail that two factories would quote the same thing

Where moulds or dies are required, quoted and owned explicitly
A small production batch inspected before committing to volume
Two things to settle in writing before you pay
Who owns the tooling, and who owns the design. Both are routinely left vague, and both become expensive precisely when the relationship goes wrong, which is when you want to move production and discover you cannot take the mould with you.
Your account manager raises these before the deposit rather than after. It is an awkward conversation at the start and a considerably worse one later.
